My apologies for the interuption in posting . . .

I know it has been a while and I am sorry - the holidays etc. really got the better of me!  Since the last post we have had our regular meeting January 9, 2012 and an Organizational Meeting January 12, 2012 and the induction of a new Trustee, Les Wolfe!  I will be posting meeting minutes from all those meetings in date order.  The next meeting will be held February 13, 2012 @ 7:00pm.

Pledge of Allegiance was given by all those present.
 

Chairman of Trustees, Rodney Lothes, called meeting to order.

Trustees: Tom Bodle, “here”, and Leslie Wolfe “here” Fiscal Officer, Beth Bodle “here“.



Minutes of December 12th, meeting was read by Fiscal Officer Beth Bodle motion to approve minutes by Rodney Lothes, 2nd by Tom Bodle, Vote:  all three Trustees “Aye”.



Financial Report:  Each Trustee received copy of Fund Status, Payment Register with total of $43,909.54; Receipt Register with $34,295.38. Fund Status reflects a balance of $274,496.85 currents bills considered.



Starting this year with the following:   Gas Fund down $27,258.31 – Road & Bridge down $16,758.26 – Cemetery down $6,494.83 – Fire up $67,018.55 – EMS down $15,918.30.  Reason is being operating supplies for road and labor working on roads.

EMS down due to paying payroll from this fund vs Fire fund.



Fire Dept Report: Chief Kelly Smith – Down total runs by 24 calls for 2011.



Wanting to purchase a Grass Truck – thinking new ¾ Ton – New State Bid. 



Contract with Eden will decrease income by approximately $15,000 by only billing non-residents. Did save money on 691, we didn’t have as much expense as we thought.



We would like to build bunk rooms, build work station into an office area.  Summit Station can build cabinets for $7,000. This includes work stations. 



Hope to make another double payment on fire truck this year.  When the fire truck is paid off will replace squad 699 with a newer one.  Beth advised PNB will not lend us any more money until the fire truck is paid off.



Will schedule air packs for services this month.



Visitors:    Dan Coffman – I’m just making the rounds and introducing myself as a candidate running for Licking County Commissioner – running against Tim Bubb.  I was the service director for Newark then village administrator for Buckeye Lake, resigned to run for commissioner.  Any questions can contact me 740-641-9388.   Rodney Lothes have you been going to the commissioners meetings?  Will be attending every meeting. 

Rodney told him of the problems we are having with the landfill.  Dan indicated he is familiar with situation when he was service director for Newark.  When doing that job they had twenty rail cars every day.  He will check for us.



Don Glover – He brought Fire & EMS contract that they signed, for us to sign. Contract good from 1-1-12 to 12-31-12





Laura Oakleaf – Good, nothing

Old Business:   Fiscal Officer reminded  of Winter Conference is February 8h – 11th

Beth & Tom Bodle to stay Wednesday & Thursday, Rodney Lothes to stay Thursday and Friday, Leslie Wolfe to attend one day of the conference.



Update on new truck – chassis sent to be outfitted hopefully done by end of January.

Need to know so we can get loan lined up.  Erin said we’d need some time to have all paperwork prepared.



New Business



Signed Cemetery Deed for Gary & Sharlene Nethers .



Opened bid for the 1983 GMC Truck - $1051.50 from Gary Nethers – Tom Bodle moved to accept bid and Leslie Wolfe 2nd , all Trustees “Aye”.



Discussed returning trash container to Gary Nethers from Barnes Cemetery and purchase one for Rocky Fork as old wooden container ruined.  Gary said no and he’d donate another one for Rocky Fork.  Thank you Gary!



Fiscal Officer read correspondence.



Tom Bodle made motion to order fiscal officer to pay bills as listed on Payment Register as legal obligations of Mary Ann Township.  Rodney Lothes 2nd motion, Vote: all three Trustees, “Aye”.

Tom Bodle nominated Rodney Lothes to be Chairman of Trustees 2012, 2nd by Leslie Wolfe - all Trustees voted “Aye” Leslie Wolfe nominated Tom Bodle to be Vice Chairman of Trustees 2nd by Rodney Lothes all Trustees voted “Aye”.



Tom Bodle made motion to keep the Board of Trustees meeting, 2nd Monday of the month to be held at 7:00 PM at Township Office, Special Meetings are to have notice posted 24 hours in advance at both markets, Fire Station and on sign in front of township complex.  Rodney Lothes 2nd all Trustees voted “Aye”



Trustees expressed that there wasn’t any pay increase in 2011, Tom Bodle made motion to give a cost of living increase 3.6% 2nd by Rodney Lothes for Operator 2 Kerry Banks, from $16.50 per hour  to $17.09 per hours with the following benefits:  PERS, BWC, Medical Mutual Hospitalization, Superior Dental Insurance, Life Insurance $10,000.00, two (2) week paid vacation, 10 paid Holidays 30 Hours week more or less, time and half over 40 hours all Trustees voted “Aye.”



Rodney Lothes made motion that part time road worker shall leave salary at $10.50 per hour with PERS, BWC benefits 2nd by Leslie Wolfe all Trustees voted “Aye”  Asked Dalton Lee if he was interested in being our new part time road worker.  Dalton asked hour many hours would be getting – Beth advised he couldn’t work over 1500 hours per year.  That is an average of 29 hours per week.   Chief Kelly Smith threw out there if Dalton would get his EMT card then he could work at Fire Station.  Kelly, also asked if that would count towards his 1500 hours.  Dan Coffman, who is running for Licking County Commissioner said that would be separate.



Tom Bodle made motion to leave pay of part time truck drivers with CDL $12.00 per hour, 2nd by Rodney Lothes all three Trustees voted “Aye”.   Tom Bodle made motion to leave wage for part time laborers $10.00 per hour, Rodney Lothes 2nd motion all Trustees voted “Aye”.



 Tom Bodle made motion to leave pay of part time laborers at $10 per hour, 2nd by Rodney Lothes.



Rodney Lothes made motion that elected officials receive their compensation as monthly salary as per O.R.C. Guidelines, Leslie Wolfe 2nd resolution all Trustees voted “Aye”.

  • Note:  Fifth year No increase due to the economy.



Rodney Lothes made motion to accept Fire Department Officers as listed on Roster for 2012 2nd motion by Leslie Wolfe all Trustees voted “Aye”.  Officers are Kelly Smith, Chief, Chris Farmer Asst. Chief, Randy Miner Captain, Neil Murphy Captain, Brett Mowery 1st Lt., and Linda Peterson EMS Lt.



Leslie Wolfe moved to leave pay of  Fire Chief at $6000 per year and leave Asst. Chief $3000 per year 2nd by Tom Bodle all Trustees “Aye”. 



Fire Chief Kelly Smith suggested increasing wages for part time and full time an increase of .25 cents on the hour.  That would increase wages for Randy Miner from $15.25 per hour to $15.50 per hour. Overtime not to be paid until exceeds 53 hours per week, also to receive OP&F Pension, BWC, Medical/Hospitalization Insurance reimbursement, two (2) weeks paid vacation and ten (10) paid holidays.  Rodney Lothes made motion to accept .25 cents/hr increase 2nd by Leslie Wolfe,   all Trustees voted “Aye”

Full time - $15.25 to $15.50

Part time - $9.25 to $9.50 - $9.50 to $9.75 - $9.75 to $10.00 - $10.00 to $10.25 - $10.25 to $10.50 - $10.50 to $10.75 - $10.75 to $11.00 - $11.00 to $11.25 & $11.25 to $11.50.



Rodney Lothes made a motion that officials and designated representatives shall receive MILAGE OUTSIDE OF TOWNSHIP @ .50 cents per mile, per IRS guideline, 2nd by Tom Bodle, all Trustees voted “Aye”.



A motion by Tom Bodle that trustee can buy materials and hire labor, 2nd by Rodney Lothes, all Trustees voted “Aye”



Leslie Wolfes made motion to authorize Fiscal Officer to buy office supplies and necessities, 2nd by Tom Bodle all Trustees voted “Aye”.



Tom Bodle made motion to give each cemetery $50 for Memorial Day Service, 2nd by Rodney Lothes all Trustees voted “Aye”. * No services were held last year but if services are done then can be paid.

 

A motion by Leslie Wolfe to leave Cemetery lot charges and internment fees the same with the following:  Resident $300– Non Resident $500 – Open & Close Resident $300 – Non-Resident $500 – Saturday funerals $150 and no Sunday funerals. Headstone footers $7.00 per running inch, leave Exhumation charge shall be $1,000 plus vault company charges.  The Township shall be responsible for uncovering vault only.  The Township assumes no responsibility for the handling of vault nor assumes no responsibility for the remains.  Rodney Lothes 2nd all Trustees voted “Aye” 



Trustees and operator reviewed O.I.H. catalog but found no required items in quantities feasible to purchase at this time, motion by Rodney Lothes, 2nd by Tom Bodle all Trustees voted “Aye”



Trustees reviewed the policies required by State Auditors and moved to reinstate these polices  motion made by Rodney Lothes, 2nd by Tom Bodle,  all Trustees voted “Aye”  

Policies reviewed:  Township Credit Card, Cell Phone, Township Expense Reimbursement and Sexual Harassment



A resolution by Tom Bodle to include the following names as authorized signers for accounts at Park National Bank – Beth A. Bodle, Tom Bodle, Leslie Wolfe and Rodney Lothes,  2nd by Rodney Lothes , all Trustees voted “Aye”.





A motion by Leslie Wolfe to accept Temporary Appropriations after receipts posted, 2nd by Tom Bodle, all Trustees voted “Aye”.

Tom Bodle made a motion to authorize Fiscal Officer, Beth Bodle to request advances against any and all taxes collected or in process of being collected for the benefit of Mary Ann Township during the year of 2011, 2nd by Rodney Lothes.



Rodney Lothes made a motion to draw up to 75% of Trustees wages from Road Fund, if the General Fund was not sufficient to cover their wages.  Be it understood that 75%of Trustees time must be spent on road maintenance and records must be kept to verify same
