Valued Residents of Mary Ann Township

Four candidates are running for the
office of Mary Ann Township Trustee. My name is Leslie Wolfe and I am one
candidate.Mary Ann Township has been my home for 58 years. Growing up, I
lived on Loches Road and later on Smokey Row Road. After my marriage, my wife,
Betty, and I made our home on Porter Road where we raised three daughters. We
remain in that home today.For over twenty years, I served on the Mary
Ann Township Volunteer Fire Department as a firefighter/EMT and later as a
paramedic. During that time, I held various offices, rising through the ranks to
assistant chief before leaving the department in the late 1990s. While my
daughters were attending Mary Ann Elementary, I was involved in the PTO, holding
the offices of vice president and president. I have been an active member of
Pleasant View United Methodist Church for thirty-one years and currently serve
as lay leader, chairman of the Board of Trustees, chairman of the Breakfast
Committee, and volunteer weekly at the food pantry. I serve as trustee of the
Licking Valley Heritage Society and am past master of New Home Masonic Lodge. I
am currently employed by Sutphen Corporation in Dublin, Ohio, as an electrician,
building electrical controls for fire trucks.For the past several years,
I have attended and participated in the majority of township meetings. This
involvement has given me a clearer understanding of how our local government
operates. It is imperative that our trustees be able to work with and cooperate
with each other as well as other elected officials at the township, county,
state, and federal level. I have the ability and understanding to be a part of
this governmental team.If elected township trustee, my main focus will
be on two things: improving our roads and communications. Our township roads are
and will continue to be a high priority. Paving and maintaining them is an
expensive and ongoing project. I intend to explore funding and utilize current
revenue to upgrade our roads. Communication is essential to any successful
organization. I will make myself available to address the concerns of the
township residents and to discuss those concerns with my colleagues. In the
event of conflict, I will work for a peaceful resolution.With your
support on November 8, I will go to work for you as your township trustee. I
look forward to the opportunity of serving the residents of Mary Ann

I spoke to Steve Wireman and he declined to comment or provide information on his positions.

Residents and Voters of Mary Ann Township

My name is Delbert Ralph Westfall Jr. I am running for Township Trustee. To give you more insight of who I am with out being to boring, I have been with my wife, Flossie Westfall for thirty one years. I am a fifty eight years old and I have lived in Mary Ann Township for about thirty years. When I was seventeen years old, I in listed in the United States Marines. I was also a member of the Ohio National Guard. After leaving the Marines and National Guard, I became a tractor trailer driver and still have my Class A C.D.L license. Since then I have worked at Owens Corning, White Westing House, and currently I am a traffic technician for the Ohio Department of Transportation. I have been with O.D.O.T for the last twenty one years. I also plow snow for O.D.O.T in winter conditions (which by the way, are almost here). My parents also live in the Mary Ann Township community on Wilkins Run Road, directly across the street from me and my family. Since they are growing older, I find myself helping them with daily chores such as, cutting wood and up keep on their home. Now, for the reason I am running for Township Trustee, I would like to serve the voters of my community properly. Taxes are higher and our economy is decreasing due to our Government making poor decisions. The lowest form of Government starts with the Township Trustee. The Trustee is supposed to have the best interest of it's community's people at heart. Our road conditions are in poor shape. We come and go on our road ways daily. In order to commute safely on a daily basis, our roads need the proper up keep. Our Township money should not be wasted. We should not be buying equipment and then selling it for thousands less than what was paid for it. For example: We borrowed over fifty five thousand dollars to buy one new truck this year. The Township also hires employees from outside our community to do the jobs that our Township employees can not do or do not want to do. This is your opportunity to make a change in the right direction. Vote for me, Ralph Westfall, November 8th.

Dear Voter,

My name is Kevin Ferrebee and I am currently running as a candidate for Mary Ann Township Trustee. I believe the residents of Mary Ann Township should have a responsible qualified choice for trustee. I want to help make Mary Ann Township a desired place to live and raise a family, keep the township safe, protect and maintain traditional values, and bring the community together. I am an active member of the community as a Firefighter/EMT for Mary Ann Fire Dept., firearms instructor, currently teaching in the township, and my wife and I are a member of the Rocky Fork Church of Christ. I take great pride in being a resident of Mary Ann Township and look forward to serving this community with great integrity. If elected trustee I will make it my responsibility to better the community we all live in. I will work very persistently, alongside other elected officials in the preservation and implementation of a budget plan which will allow the township to operate within its economic needs, without ANY MORE financial burden placed on the residents. I believe the community residents and elected government bodies need to work together, diligently, toward a common goal by majority participation and education to better the community.
With the economic downturn of our nation’s financial structures, and the actions taken by our federal government to correct these oblivious turn of events, we the residents of Mary Ann Township, Licking Co, State of Ohio, United States Of America have a very important responsibility, that is, no matter what the next season or turn of events brings against us, we must be in a position to help, not only each other, but also surrounding community residents that might fall into economic and life wellness difficulties. This can be accomplished thru food drives, food pantries, volunteer work, and government granting projects, just to list a short few. State and federal monies will be very tight in 2012, so we must be diligent in our approach and acquisitioning strategies. The important action is to work together as a whole to develop the necessary channels, action plans, and essential base line care essentials to begin working towards a larger goal to meet this long term need.
I hope on November 8th that I can count on your support, faith and vote to elect the candidate that has the townships residents and important issues at heart, with the integrity and drive to work diligently alongside you and with the other officials in office to accomplish the townships needs.
The importance of getting out to the poles and voting for your favorite candidate is quite simple. “ If your vote is not cast for the most qualified, most responsible candidate that has the best interest of this community at heart, unfortunately, that candidate may not be elected, and not have the opportunity to utilize those talents for the benefit of the community.”

REGULAR MEETING 10 OCTOBER 2011 7:00 PM

Pledge of Allegiance was given by all those present.  Meeting called to order by Chairman, Tom Bodle.

Roll Call: Chairman of Trustees, Tom Bodle “here”;

          Trustees:  Rodney Lothes“here” Gary Nethers Absent  (arrived @7:40 PM)

           Fiscal Officer, Beth Bodle, “here”

Financial Report:  Each Trustee was given copy of Payment Register with a total of $98,791.55 Receipt Register with total of $22,861.16 and Fund Status by Fund which reflects a balance of $294,020.41, current bills considered.  

Tom Bodle made a resolution to move amounts within respective funds as listed on Supplemental Appropriations Registry, 2nd by Rodney Lothes, both  Trustees voted “Aye”.

Fiscal Officer, Beth Bodle read the Minutes of September 12th Regular

Meeting. Motion to approve minutes made by Tom Bodle 2nd by Rodney Lothes, bothTrustees voted “Aye”.   Minutes for Special Meeting, held October 4, 2011 were read; Rodney Lothes made motion to approve minutes and 2nd by Tom Bodle, both Trustees voted “Aye”.

Fire Dept: 

Randy Miner reports for Fire Dept.  Jesse Myers passed Fire class and Tom Morrison attending EMT class. 

Ladder test are done and all passed.  Hose test next week takes a week to two weeks to complete.

Kelly asked Beth to make an extra payment on fire truck.  

Kelly, trustees and Eden trustee to see Prosecutors to discuss fire contract.  Rodney Lothes to attend meeting with Kelly and Ken Hall from Eden.

Randy – The Ham & Turkey dinner will be held Saturday, November 12, 2011 after the election from 5: - 7:00 P.M..

Licking Memorial – two (2) doctors have agreed to continue medical license program starting the first of 2012.  Current doctor will finish out 2011.   One doctor will have five (5) townships and other doctor will have four (4) townships.

Libby Teter – Why charges for squad runs?  Randy – Fire Station is now staffed.  Libby Teter – since when?  Randy August 2005.  Insurance companies charge you for runs even if you don’t use.  If don’t pay billing company comes back for secondary insurance.  A lot of runs are Medicare/Medicaid.  Randy explained soft billing vs hard billing.

Kelly has budgeted for new helmets – 1997 was last year purchased need to replace every ten years per NFPA (governing body)  Les Wolfe said helmets will breakdown.  Clyde Antony what breaks down?   Randy - Fiberglass shield.  Libby Teter – Kind of like OSHA?  Randy Yes.  Clyde Antony – You are talking about all gear?  Randy – Yes – Boots run $130-$150 – Helmets $245 – Whole Unit $2700 Coat & pants are most expensive.  Randy we got three estimates – Weakly $205 + shield $40 – Findlay $245 – Fire Store $254 – going with Weakly.  Bob Hardin advised when department first started they had a plastic helmet, raincoat with liner, we’ve come a long way.  Rodney Lothes made motion to purchase 24 helmets, Tom Bodle 2nd motion, both Trustees “Aye”


Visitors: 

Les Wolfe – Gave Beth copy of new cemetery map & names for Barnes -  Section 1.  Very pleased with what scouts have done.  Matt Arnott organized event for his Eagle Scout badge.

Tom Bodle – Wonder why Matt isn’t here tonight.  Les – He father is being deployed , he is in Georgia and leaves on 10-11-11.  Tom Bodle the fence looks great!!!

Bob Hardin – Here – Rodney – How is road?  - Bob – Great!  Boy Scouts from Columbus (771 people) were at Scout Camp last week.  Need work done on Houdeschell – Apple Butter Days will be in November and camp booked all winter.

Libby Teter – Here on going issue – When road was done why wasn’t an apron put in?  Just had a couple loads of grindings (15 Tons) then rain washed out?  Can’t afford to keep this up.  Need apron put in by township – ruining cars.  Rodney Lothes – No easy fix, part of the problem is the pitch.   Rodney Lothes – We are hoping to patch Montgomery Road soon.  Will check out.  Libby – I would be willing to pay part of expense.  Also, what is the rule on getting rid or burning brush?  Rodney – We have no right to burn.  Ditch line is a far as we can go. Libby - Neighbor Dennis Dunnaway won’t trim bushes/trees and hard to see traffic.

Duane Bebout – Mentioned a month ago small holes in road – now they are bigger, please fix before winter.  Tom – We are working on it.  Rodney – we are running out of warm weather. 

Clyde Anthony – Let’s talk about black top --  I know you can’t afford it. 


Old Business: 
Beth – Reminding you of our Fall County Meeting @ Ellas Park – Tom Bodle,  Beth Bodle, and Rodney Lothes will be attending, we need to meet here @ 5:30 PM.

Revisited Fire/EMS contract with Eden Township – Randy we need a temporary contract- We have no contract at this time. Gary Nethers made motion to sign temporary contract – good till end of December 2011.  Libby Teter – Where does the class 10 go to?    Randy we go to Muskingum County Line – Five miles from station is a class 9.  Rating has to do with water supply.

Steve Layman dropped off paperwork to Erin Tschanen, she is going on vacation and we’ll complete paperwork upon her return.

New Truck – Trustees signed a letter of intent for Tim Weilbacher of Coughlin Ford.  Also, PNB sent us an e-mail with pre-approval.  Faxed to Tim on Tuesday.    Tim had advised that lead time on truck will be 16 weeks; he had received an advisory from Ford.

Cab & chassis should be done in January then two (2) to three (3) weeks for completition.  High demand for F550 dump truck. 

Foundation was poured for Robert & Beverly Ridenbaugh. 

Smokey Row project has been completed.


New Business:    

Received letter from Lightle Enterprises of Ohio, LLC 

Need to fix water truck – motor not heavy enough for load.

Libby Teter – Clayton King has truck – Rodney Lothes – He has semi’s.

Correspondence was read by Fiscal Officer, Beth Bodle. 

Gary Nethers made motion to order fiscal officer to pay bills as stated on Payment Register, Rodney Lothes 2nd motion, all Trustees voted “Aye”.

Special Meeting held to discuss Resolution for Issue #1 District 17 Round 26. Purchase of Pound property and purchase of Ford F550 dump truck.

Gary Nethers moved for Resolution to progress with Issue #1, and to appoint Tom Bodle, Chairman, 2nd by Rodney Lothes.  Tom Bodle moved to appoint Rodney Lothes as Project Manager, 2nd by Gary Nethers Vote:  all three Trustees “Aye”

Discussed purchase of Pounds property – the last counter offer was $25,000.

Gary Nethers moved to purchase property, 2nd by Rodney Lothes Vote:  all three Trustees “Aye” Will be financed for 10 years @ 3.98%. 

Purchase of Ford F550 dump truck, Tom Bodle moved to purchase truck, 2nd by Rodney Lothes, Vote:  all three Trustees “Aye”
